Please Read!!!!From: Wertz, Megan -FS On Behalf Of FS-FSPlanningRule_External Sent: Thursday, January 26, 2012 12:54 PM To: Undisclosed recipients Subject: Forest Service Announces Preferred Alternative for a New Planning Rule Today the Forest Service announced the final Programmatic Environmental Impact Statement (PEIS) for the planning rule, bringing us one step closer to a new rule. It’s been a long journey since we published the Notice of Intent in December 2009 and asked for your help to develop a new planning rule. We’ve held over 63 public meetings across the country and received over 325,000 comments between our discussions on the NOI and the proposed rule and DEIS. On behalf of Forest Service leadership and the Planning Rule Team, I want to thank each of you for your participation in this rule making effort to date. After receiving and considering 300,000 comments on the draft environmental impact statement and proposed rule, the Forest Service developed Modified Alternative A as the preferred alternative. The preferred alternative includes the same concepts and underlying principles as the proposed rule, with a number of changes to rule text and organization in response to public comments. The preferred alternative reflects the diversity of input the Forest Service received throughout the rulemaking process from the public, Tribes, scientists, and all parts of the Agency. It meets the need for a collaborative and science-based planning process that will guide management of National Forest System lands so they are ecologically sustainable and contribute to social and economic sustainability. The Under Secretary of Agriculture will review the alternatives in the PEIS and issue a final rule and record of decision in approximately 30 days. There will be several opportunities for you to continue to contribute to the planning process once a final rule is issued. We’ll be developing directives to provide more specific direction on how to consistently implement the new rule, and the public will have an opportunity to comment on the directives before they’re finalized. Most importantly, forests and grasslands will soon begin revising and amending their plans under the new rule and you’ll have opportunities to be involved throughout those processes. We are also forming a Federal Advisory Committee Act (FACA) committee to continue to engage a diverse and broad set of interests in the planning process. The FACA committee will work to incorporate lessons learned and best practices into the planning process and provide advice on the development of the directives. You’ll find the application form for nomination at http://www.fs.usda.gov/goto/planningrule/faca. The 45-day nomination period closes February 21, 2012. GET INVOVLED! Below is a note from Duane Taylor with MIC. In it, he explains there is 1 OHV seat open for a new Forest Service Planning Rule advisory committee. With only 1 seat open, the national groups have put forth 1 candidate, Russ. They have written 1 support letter for his appointment. It is effective because it is signed by all of the national OHV groups. It is attached for your reference. Paraphrasing Tom Crimmins, there won’t be a vote, but people will be counting. In order to have the OHV seat given to a person whom we want to represent us, it is necessary that we send in as many letters of support as possible. Duane has made that easy by starting a letter for us. Simply put in your own thoughts, sign it, and mail it in. Be sure to send this notice to all of the clubs and associations in your state, asking them to also create and send in their version of the support letter. The more support letters for Russ, the greater the chance he will get the appointment. We only have a couple of weeks to get the word out and the letters rolling in, so please be sure to act on this right away. As always, we appreciate your assistance and support! Russ Ehnes has been nominated to represent the motorized recreation community on the National Advisory Committee for Implementation of the National Forest System Land Management Planning Rule. As you know, Forest Planning impacts all areas of Forest management and it is imperative that OHV recreationists have our voice heard on the implementation of the new rule. The Forest Service has released its Final Programmatic Environmental Impact Statement on the proposed rule, and the news is all bad. As a result, it is critical that motorized recreationists coalesce behind a strong candidate to serve on the Advisory Committee. 10 national OHV groups have already signed a letter of support for Russ (attached). As a NOHVCC Partner or Associate Partner, as a club leader, or as an individual rider, please consider sending a letter to the Forest Service supporting Russ. We cannot have too much support! We all know Russ and understand the kind of experience and expertise he would bring to the Advisory Committee. Let’s all do our part to make sure he is appointed. Also attached is a draft framework for a support letter. Please feel free to use it as a guide/starting point, but we encourage you to speak with your own voice in letting the Forest Service know that the OHV community is behind Russ. What is THE “OHIO MOTORIZED TRAILS ASSOCIATION?” OMTA is a federally recognized 501 c3. We have no paid officers. Everyone is a volunteer providing Ohio a recognized authoritative voice for motorized recreation. We have worked very hard over the last ten years to get to where we are today. We are recognized by the Ohio Department of Natural Resources, the Wayne National Forest, Ohio Conservation Council, Ohio 4H, Ohio Farm Bureau, The AMA, Blue Ribbon Coalition, NOHVCC (National Off Highway Vehicle Conservation Council), East Cost 4 Wheel Drive as well as other state organizations. We are the only motorized group to be in Ohio’s SCORP (state comprehensive outdoor recreation plan). We are the only motorized group that is part of the Wayne’s forest plan. To facilitate the organization we have a secretary that works on an as needed basis. Dedication, hard work raffling equipment, membership doing everything as volunteers are the only reason we are in the black today. Paid membership is very important to keep us in the black. We know every dollar counts and we stretch every one of them.
Our primary communication is Email and web site. We are moving to social media for communication to get more folks involved.
We are working with the Wayne National forest about a 4x4 play area.
Individual membership is $15, family $25. Clubs were first proposed to add a flat $15 to their dues. To encourage clubs we now do $50 per club that includes the first 5 members and $10 per club member after that. To help OMTA clubs like LCOR include the OMTA membership fee as part of their membership fee.
I want to purchase a few OMTA stickers, how much are they? We use a high quality double laminated logo. Stickers are not cheep and are a benefit or membership. $3 each (Please a minimum of 10) plus postage will help support OMTA.
